Healthcare has been a policy item and a topic of debate recently and as far back as the administration of the second U.S. president, John Adams. This represented the first major piece of U.S. healthcare legislation, and healthcare has been woven into presidential agendas and political debates ever since.

As a healthcare professional, you may be called upon to provide expertise, guidance, or opinions on healthcare matters and depth understating of your selected as they are debated for inclusion into a new policy. You may also be involved in planning new organizational policies and responses to changes in legislation. For these reasons, you should be prepared to speak to the nation about issues and how you might solve healthcare issues by making the news.

In this Assignment, you might position it politically based, and you will analyze recent presidential healthcare agendas. You also will prepare a fact sheet to communicate the importance of a healthcare issue and the impact on this issue of the current or proposed policy.

To Prepare:

  • Review the agenda priorities of the current/sitting U.S. president and the two previous presidential administrations.
  • Select an issue related to healthcare that was addressed by each of the last three U.S. presidential administrations.
  • Reflect on the focus of their respective agendas, including the allocation of financial resources for addressing the healthcare issue you selected.
  • Consider how you would communicate the importance of a healthcare issue to a legislator/policymaker or staff member for inclusion on the agenda.

Part 1: Agenda Comparison Grid

Use the Agenda Comparison Grid assignment template for part 1 in the Learning Resources and complete Part 1: Agenda Comparison Grid based on the current/sitting U.S. president and the two previous presidential administrations and their agendas related to the public health concern you selected. Be sure to address the following:

  • Identify and briefly describe the population health concern you selected and the factors that contribute to it.
  • Describe the administrative agenda focus related to the issue you selected.
  • Identify the financial and other resource allocations the current and two previous presidents dedicated to this issue.
  • Explain how each of the presidential administrations approached the issue.

Part 2: Agenda Comparison Grid Analysis

Using the information you recorded in Part 1: Agenda Comparison Grid on the template, complete the Part 2: Agenda Comparison Grid Analysis portion of the template by addressing the following:

  • Which administrative agency would most likely be responsible for helping you address the healthcare issue you selected?
  • How do you think your selected healthcare issue might get on the agenda for the current and two previous presidents? How does it stay there?

  • Justify the role of the nurse in agenda-setting for healthcare issues.

Consider a topic that rises to the presidential level. How did each president (Trump, Obama, and Bush) handle the problem? What would you do differently?

Presidential Agendas- The use of Opioids remains a crisis in the United States; due to the improper use of drugs/medications, one can become addicted. Many addictions have caused overdoses, resulting in many deaths and increased over the years. For example, the use of heroin and painkillers has gotten much attention as well as popularity. The issue has met a bipartisan politically based on the presidential consensus among civilians and government officials. Because of this, it has gained the attention of various presidents, such as George Bush, Barack Obama, and Donald Trump, their administrations, and staff for this healthcare issue! President Bush- Regarding the opioid crisis, this administration advocated and enforced a policy to trail the heroin trade across borders on the agenda comparison grid template found. This action created a way to decrease the exposure of opioids to American civilians as it relates to limited resources for buying. To add, there were strict policies on immigrants, especially across the Mexican borders, which initiated the fight against the opioid crisis and other drugs in America.

President Obama- This administration funded major programs and signed the Comprehensive Addiction and Recovery Act “ in 2016, which cost approximately 180 million dollars yearly and was disbursed throughout the states. It was the first major federal addiction legislation since the 1970s and the most comprehensive to face the opioid crisis. The Comprehensive Addiction and Recovery Act consists of 6 pillars to attack the opioid crisis: prevention, treatment, recovery, law enforcement, criminal justice reform, and overdose reversal. President Trump- This administration demonstrated a similar approach as the Obama administration performed in the fight against the opioid crisis. However, Trump made a bigger budget and take on the magnitude and impact of the crisis, mainly drawing on opinions of the civilians across different states. Also, the Trump administration wanted to be better than the Obama administration by emphasizing improving the resolution for interventions in treating opioid addicts, although using a similar concept. Trump administration identified and established a mechanism for the number of addicts that doctors could treat to enable multiple benefits and positive impacts related to the interventions.

With that being said, I would do a combination of all the presidential administrations, such as controlling the borders, which will result in a decrease of resources to American civilians, and having programs in place for addicts that are suffering from opioid addiction. However, I will closely follow the census of the individual outcomes from the programs, during and afterward, to observe the benefits or to see if they are benefits because the goal is to prevent relapse and positive outcomes; longevity.

Since the Supreme Court handed down its 1973 decisions in Roe v. Wade and Doe v. Bolton, states have constructed a lattice work of abortion law, codifying, regulating, and limiting whether, when, and under what circumstances a woman may obtain an abortion (An Overview of Abortion Laws, 2020). That said, abortions have been a hot topic for discussion in politics and healthcare. It is also a platform for presidential elections to voice their opinions of pro-life or pro-choice. Pro-life is the right for the fetus to be born full-term, whereas pro-choice is the women’s right to determine whether to terminate the pregnancy. President Bush- President Bush was an advocate for pro-life. When Bush became president, he appointed the U.S. Supreme Court two justices, Chief Justice John Roberts and Justice Samuel Alito (Presidential Record, n.d.). President Bush set in place a few other pro-life measures that he found to be crucial. One measure was the Unborn Victims of Violence Act, which recognizes unborn children as victims of violent federal crimes (Presidential Record, n.d.). The second measure was the Born-Alive Infants Protection Act. The Born-Alive Infants Protection Act allows babies who have survived abortions the same legal protections as babies who are born spontaneously but also prematurely, and legislation is to prevent healthcare providers from being penalized by the federal, state, or local governments for not providing abortions.

President Obama- President Obama made it clear from the start of his presidency that he was pro-choice. At the beginning of his presidency, he appointed pro-abortion advocates Elena Kagan (2010) and Sonia Sotomayor (2009) to the U.S. Supreme Court. In 2010 when Obamacare was passed, it included that the health plans would pay for elective abortions. In 2011, Obama was adamant about keeping funding available for Planned Parenthood. President Trump- President Trump is also an advocate for pro-life along with President Bush. Trump has selected Neil Gorsuch and Brett Kavanaugh for the U.S. Supreme Court. In 2017 President Trump signed a resolution into law that overturned an eleventh-hour regulation by the Obama Administration that prohibited states from defunding certain abortion facilities in their federally funded family planning programs (Presidential Record, n.d.). Later, in 2018, Trump’s Heath and Human Services passed regulations stating that Title X funding does not go to any facility that performs abortions or refers for abortions. After reviewing each president’s stance on abortions, I would have to side with President Obama. Although there may not be other topics I agree with his, I am a firm believer in a pro-choice agenda comparison grid to complete. There must be available resources for women to have a safe and nonjudgmental abortion if they decide it is in their best interest.
